Have a read upthread. He appears to be asking for the wearing of "facemasks" (not PPE) to be made compulsory. Like Grant Shapps is also suggesting. Anyone can make their own facemask to protect others (not themselves) - that seems to be what he's asking for when you read any of the reports quoted above. If the government says that we should all wear a handkerchief over our mouths when we go out in order to protect others, then I'd hardly expect the Government to supply us all with a handkerchief.
