Only commenting on what we can see in this video itself but you can clearly see the copper nearest the camera point at the fella in the grey, who's doing nothing other than standing there and filming, before he gets CS sprayed and dragged to the ground in an apparent chokehold. Seems to be nothing else in this clip that would have provoked that, other than the fact he was filming them, which he's entitled to do.

No matter what went down before, kicking a prone, handcuffed man square in the head in a way that could have killed him suggests the officer in question is obviously not really cut out to be a policeman.
