Anybody know why the right wing USA/CIA backed failed anti democratic leader of the failed Coup D'Etat is not under lock and key awaiting execution?

Considering the turmoil the Venezuela is in maybe they should have a General Election now . The last election was monitored by foreign observers, a company I believe owned by ex President Carter.
