Same thing applies to young persons discounts on Oyster cards. TFL has had its central government funding cut to shreds over the last few years and COVID has tipped it over the edge, so not surprised.

Where I live people have a free pass, but no bus service to use it on
Reason being the council had to withdraw the subsidies to pay for the bus pass county wide

I never understand why olds want to travel in rush hour unless they are going to work
If they are why do they need a free pass any more than other working people?

It's nothing to do with a dislike of old people and everything due to travel demand during peak times. Having people travelling for free during these times and potentially resulting in some paying customers not being able to board trains or even get a seat isn't right if you think about it.
That's not the fault of the oldies. It's down to a lack of adequate infrastructure or looked at another way an overheated London economy which enjoys an inappropriate share of the country's resources which should be more equally shared with the rest of the country to alleviate the pressure on the capital.

Ordinarily I'd say its the bookings system, because why book oldies to go up to town at a time when it does not allow them to take advantage of free travel. Most appointments are for a session that runs over 2-4 hours, if not all day. Ron just happens to be trapped by a change of rules, so unless its wholly necessary then it could be rearranged. If it is necessary, then its probably worth the cost.
