Should just make all statues out of ice. If someone is really good & popular then they can just keep remaking the statue of them each day (less frequently in the winter) - this might also encourage the great and the good to double their efforts to combat global warming.

If they fall out of favour, just leave the puddle to evaporate.

Any one asking for removal of a state should have to pay for safe removal, dont think this is a priority for public money.
