This is what happens in priest ridden countries. You can have a nominally democratic government and a legal system but as long as you have a 'religious army' guess who rules?

In the good ole days we would have sent in a gun boat. ( was gonna say they don't like it up 'em; but in Iran's case I am not so sure )
