I think what hes saying sounds alright.proposed offences in a misogyny bill should apply where the victims are ‘women or those who perpetrators perceive to be women’ this aligns with existing legislation protecting people from abuse that is motivated by prejudice.

What he’s saying would be fair if it were the case that the abuse/harassment that men who believe themselves to be women is receive was carried out because the harassers believed them to be women.
In fact, a moments thought would make it obvious that that carries with it an assumption that “passing” is a default state for “trans women”, when that is not the case at all.
In practice, abuse and harassment received by men who believe themselves to be women is overwhelmingly likely to be because they are recognised as male, ie they’re abused for being *trans* not for being *women* (because they aren’t women, and often aren’t perceived as women)
It does raise this as an interesting hypothetical situation:
A woman and a man who believes himself to be a woman walk down the street.
A workman shouts “oi oi ladies, get your tits out you slaaaaags!”
They turn round.
The workman sees that one of the people he catcalled is male.
He says “sorry mate, I thought you were a woman!”
Which person was the victim of the worst crime?
A: the woman who was catcalled and received no apology
B: the man who received an apology for the catcalling, on the basis that the cat caller doesn’t respect his gender identity
