Well it's not the only solution, is it?

We could always try redistributing the vast amounts of cash that flow into the game at the top throughout the whole pyramid (upon which the top league relies), so that clubs don't have to rely on sugar daddies.

It could start with bringing back the Premier League and EFL together under one body, and that body negotiating TV rights and distribution of the proceeds from those rights. If that's too "socialist", then perhaps an absolute cap on the number of players any team can register might mean that the top clubs can't hoard players, so those players have to start lower down the pyramid - then, if they're good enough, they can transfer up the leagues (meaning that cash actually does flow down from the top to the bottom)

There's a huge amount that could be done to stop the Burys and the Boltons (and the LOFC 2017s) happening - it's just that those with their snouts deepest into the trough don't want to.

Why should they support clubs that continue to overpay their players?
As far as hoarding players? Well try stopping that and you will end up in court and lose.
