Probably matches a separate YouGov poll which says that 1:6 people are morons.

Almost 1 in 6 people like winding up pollsters.

Doesn't help that should you visit Kennedy Space Center they still have a mock up of the moon, and freely admit that due to the pressure NASA were under to make sure it did happen, they would have staged it if the actual attempt had gone wrong.

Some people will believe anything. The Flat Earth Society currently claim to have over 60,000 members. Even more incredible, some believe in the "Virgin Birth".

If you put out the same lie time and time again it becomes a fact in peoples minds. Politicians know this well and will flit from studio to studio like a sound-bite parrot tweeting the same pack of lies.
