A friend of mine is in Spain now , he returns Saturday and says he will not isolate for 14 days , how will the powers that be keep a check on thousands of people returning

It's really not that straightforward. The quarantine 'policy' is, quite frankly, a load of bollox and I really do not blame anyone for ignoring it. Think about it for a moment:
1. You are being asked to fill out a travel declaration form. However, you are entitled to arrive without having done so and (according to reports from travellers arriving in the UK) nobody actually checks. Seriously, look it up.
2. If you were to properly quarantine, you would need to be collected as you disembark from your flight and taken to a special detention centre or hotel. This is what happens in countries where they have a proper quarantine policy.
3. Instead, in the UK, you can mingle about in the airport before getting on the tube or any other form of public transport as you head off to your home. Once there, sure, you are meant to quarantine for 14 days. But who is going to actually enforce that? Many UK police forces have already publicly stated that they will not be enforcing government policies, such as this and the wearing of face masks on shops.
4. Quarantine is a policy that this government have introduced as a half-arsed measure, purely to make them look good while it does everything it can to deflect from the way they handled the crisis in care homes. That is the real scandal.
5. Quarantine - when managed effectively (see point 2 above) - at least makes some sense as a strategy. Sure, some will agree or disagree with it, but there's at least logic to it. There's zero logic to this. Which means we're being played.
6. Quite how we're being played is anyone's guess. It may just be about deflection of the care home disaster. It may be so that, when there's a future enquiry, the government can point to this decision and say, "oh, but look how decisive we were." Or it may be that, as we have our foot on Spain throat, we're using this as part of some behind the scenes negotiation for trade post-Brexit. But whatever it is, it is not about quarantine or your health.

Nah, the FCO extending its "no travel" advice to the islands (which also makes little sense) would invalidate our insurance, and I'm not prepared to risk that. Thankfully we're fully covered, so wont be out of pocket.
But, should the FCO advice change before next Tuesday then we'll be off.

With issues like quarantine any government can only suggest it as any attempt to implement robustly will fail over Human Rights. Where did that come from?

It’s not really about whether the government says yes or no or stay or go. It’s about personally responsibility. We are in the middle of a global pandemic and there is more chance of you picking up something and more importantly, passing it on, by travelling. Why the need to go abroad? I just don’t get it.

Exactly that. Personal responsibility.
I am still shielding so am avoiding shops as much as possible but had to pop in to B&Q on Sunday.
Less than 50% of other shoppers were wearing masks.
People just don't like being told what to do.

It's alright for you living up there on that hill in Wales.
Actually, I've just a had an idea of where I'll go instead once the insurance money comes through. Might invite a few mates and make a bit of a racket too.

For anyone still thinking of going away, in particular to Spain against FCO advice, you might want to grab yourself some warzone insurance:

T&C apply, obviously, but it seems to cover for a lot of the disruption that ordinary travel insurance wont. Out of curiosity I got a quote for a family of four going to Spain, and it quoted me £120.

Booked a long weekend up in the north yorks moors for september pending second wave. Cancelled a couple of trips and was hoping to get away before a kid arrives but obviously got no chance.

I should be in Reno, Nevada right now. Been booked and planned for months. But in the greater scheme of things disruption to my holidays with family is minor compared to what others are suffering.
Looked at a Caravan for a 3 nights. £800+. Gave that a miss. Nothing special but far too expensive.

Actually they are but it's a very very small percentage of the probable thousands
