Hunt is effectively acting PM right now. He's the de-facto unelected head of the UK Government delivering a range of fiscal policies over which there is no mandate.

Why is there no mandate, out of interest?
We don’t elect a president, we elect a party to rule? Don’t get me wrong the system is f*cked but I didn’t really get it when Boris was banging on about having this mandate to be PM.

We elect politicians based on a manifesto (as imperfect and broken as a manifesto usually is).
Boris had a mandate as PM as he was the Tory Leader and won a landslide majority in a General Election of the back of the 2019 manifesto (Get Brexit done, Levelling Up etc etc).
Even Truss had a mandate of sorts, as she was elected by the Tory membership based on her manifesto to them.
Truss has had to appoint Hunt as Chancellor, and he is now about to implement a range of policies which the Tory membership didn't vote for, and which is polar opposite to anything in either Truss's leadership bid or the 2019 election manifesto. Therefore, there is no mandate.

But isn't it just that the Tory party have a mandate i.e. a majority of Tory MPs and therefore, they can basically do what they want until the next election?

That's not a mandate. That's a consequence of our system of government.
Although you are right that they can do pretty much what they like, unless more then 35 Tory MPs are willing to vote against their own party.

As much as there are at least 35 stinkin, filthy, dirty Tory rats who believe their party has been hijacked by far right extremists, they don't have the balls to vote against it.

Yes. Cameron included the straight in / out referendum in his 2015 manifesto and some commentators say the opportunity for many racists and gammons to have their moment and tell Europe to f*** off is why the Tories unexpectedly did better at that election than predicted.

Hopefully, and if there's any positives to be taken from this, it will mean these thinktanks will now be shunned by any serious politician for the foreseeable future.
As for the energy price cap, I read this as admittance that UK government is unable to fund consumption subsidies for everyone beyond 6 months. This could have big consequences for the political landscape leading up to the next GE, and for Ukraine.
