Not just in the U.K. i totally agree. And it does need to be 0% and it is moving in the right direction. But the U.K. achieving 0% won’t make a massive difference as other countries fail to go in the same direction.

Although, I think calling this 'difficult' is a bit of an understatement. Any meaningful success is going to require a high degree of international cooperation. I think that is becoming less likely by the day.
Had you asked the same question of the Suffragettes' protests right up to the time they finally got the vote then the answer would have been "nothing, yet". It won’t be solved because humans are the last species you would want to solve it. We are way too greedy and self centred. It just ain’t gonna happen. There is something called the Fermi paradox. One of the arguments it makes as to why aliens have never visited despite some planets being millions/billions of years older than our own is that mankind or whatever intelligent life is on other planets can never get past a certain level of intellectual development before destroying themselves. The great filter. Global warming will be our great filter. There is no doubt we are going the way of the dinosaurs in the next few hundred years. True, but specialists that insure for existential risk have us between 6 and 19% for complete human extinction by the end of this century.
