Agency not doing their job seems to be a recurring theme.

How has he been able to make Ricin at home without his parents knowing? They should be prosecuted too.

Surely if you want to shoot up a school or massacre a bunch of kids, that's *literally* interest in a terrorist act? So it feels odd to say - if I've read this right (and appreciate probably being overly simplistic) - that because there wasn't any evidence of an overriding extremist ideology behind his interest, there's nothing we can do, off you go to talking therapies, son.

It’s not been classified as terrorism because despite it being a meticulously planned attack that he clearly intended to do, they couldn’t pin the motive on Islam/nazism/other religious or political extremism. Therefore it didn’t meet the threshold of terrorism

It since transpired months later that he was in possession of ricin and an Al Qaeda training manual (something that would have come to light quickly but wasn’t released). Then today, circa seven months on, that he had been referred to prevent three times for unspecified extremism

This doesn’t prove that therefore it definitely was terrorism after all, but it provides Union Jack Patriot Twitter enough ammunition for a few years
