Some poor bugger who isnt so chatty may not be so lucky & get hauled off.
Its not like those who are going out to commit acid attacks show everybody there intention to do so ,
So how would the Police know ?
Acid attacks are very different to knuves & guns
A knife or gun would be enough to scare people away with the threat of use.
Acid is not carried to make a threat.
It is carried to do major damage to a person.

You still haven't explained why the jails are bursting at the seams if deterence works so well.
A person carrying a knife is doing it because he believes he needs to defend himself. He will still carry it no matter what the sentence might be.

Risk and reward max, they take the risk as the reward can be great and if they get caught generally it could be argued that the sentence is light.

So we need a method that provides Justice, deterrent and rehabilitation?

Splitting hairs Max , have you ever seen caustic soda burns ?
Admittedly a drain cleaner burn is far less severe but if drain cleaner is poured , squirted at some one & then caustic soda was thrown on top of , it wouldnt end up very nice at all.

It is an important hair to split. Thor wants tougher sentences for posession of acid but fails to mention other caustic liquids. Aside from strong acids and alkalis there are many substances that can be caustic and cause serious injury.

I might be wrong, but didn't he say he wanted to move the tax thresholds upwards? So the current £40k odd @40% to £80k? I think thats what he said. I'd suggest people paying 40% tax on 40k odd are not rich people, just normal working class people. If he's suggesting that, then I think it would help a lot of families who now are taxed higher than has ever been proportionately previously.
As long as the lower rate is raised to a similar level proportionate to the upper then I'd day that was fair and will really help the lower paid people in society.
I would not want the 150k @ 45% to be raised on either value.
