What's the reporting hierarchy? Will the new Manager report into T&T or Ling? Any interview board will be based on this.

That is the sensible question, not who does the interview and makes the decision. Ling will be involved for sure. If he was not involved his position would be untenable. The Board will be dealing with Ts and Cs, conduct the interview process and be the final decision makers.
Not directly, he won’t. But there will have been self imposed pressure on Ross to play him. Ross owed much to Ling, this will have impacted on his judgement when choosing the team. A sort of owed loyalty thing. But as businessmen, Travis and Teague will be well versed in making senior appointments for positions that they personally have little expertise in. The CV and references will contain all they need to know about the credentials of the interviewee. They will be assessing the character, managerial qualities, personality, leadership qualities. After Fletcher, Travis admitted he should have got more involved.
So it is quite possible that Ling’s role in this appointment may be reduced. In fact, I suspect most of the negotiations are taking place directly with the Board.
I was never in 30 years in a senior role, interviewed by an IT expert. They were hiring me because that’s what they wanted, not what they had. Some may find it strange, but it is in fact routine for senior appointments.
Junior posts may well be interviewed by their boss-to-be. They not having the opportunity to create a long working history.
