Ideally this year as that’s what the board expected after our performers showed that he team was capable of doing so. He agrees with me that the squad is a top 3 team. He did say though if we don’t go up this year we have to go up next year.

Travis re-iterated (must have heard this a dozen times at least) that there is a transfer committee that includes Ling and others with accountability over the decisions made, but again that won't stop those people deliberately ignoring this and targeting individual members of the committee instead when they're not happy about a transfer in or out.
But the head coach/manager is also on the transfer committee and so will also have input into the transfers. I don’t think the owners see him as an oracle. Just because you've been doing something a long time doesn't mean you're any good at it.
I don't know him, and have no personal beef with him, but his record is average at best. Even as O's manager you could make a case that it was Dean Smith who was doing the heavy lifting based on their subsequent careers.
He's done a stellar job of convincing the owners that he is some sort of footballing oracle, but I'm not convinced. He knows he's onto a good thing with owners based overseas, but there's nothing there to suggest he has the ability to match our owners ambition.
Hence why you have a committee to push back and challenge ML. I have not agreed with everything he has done, but I’d say he is still in the credit side of the ledger.
