Not really the whole Ruel scenario consists of many big decisions. His departure could be being held up due to lack of movement with his potential new club. Orient sitting on thier original offer and Ruel stuck in a sort of 'no man's land' waiting for a definite contract to sign with new club or accepting the Orient offer.
