Excellent suggestions so far - glad to see Jaffa Cakes get in at last. A couple of points:
  • Wafer is biscuit. - there's not even a debate to be had about it so don't waste your time. KitKats are IN (but you can forget about Double Deckers - I'll be proposing them for Chocolate-Off but they have no place here)

    Oreos are not beyond the pale, and are most definitely IN.

    Chocolate Digestives, whether milk or plain - are chocolate digestives and will count as one entry and are IN

KitKat obviously confectionery but you're the boss. For me, biscuits are available in a pack and not individually wrapped.

It's a decent working definition and has many attractions, but then you get things like Amaretti Biscuits that are individually wrapped in tissue paper (i think these may be what Mindsweep was thinking of upthread).

All allowed. I'll rename item 2 as Supermarket Giant Cookie.

If we're allowing cereal bars, as I think we set a precedent with fig rolls, then I'll stretch a point a bit and add in Flapjacks (but only fairly thin ones)
