He obviously made a typo with that statement e.g Thus they ''couldn’t not be trusted'' with nuclear weapons.
Many people make similar spelling mistakes when typing online using these smart phones, but the message that he wished to convey was quite easy to understand.

I have just seen a news item on the television and big crowds in Iran are demonstrating against their government about the downing of the passenger plane.
