I think you're misinterpreting a comment there, if it was even ever said.

Your opinion seems to be based on the idea that Ling decides which players are signed and the manager doesnt get a say. This is of course contrary to what the club have said about the recruitment process.
The club are very particular with their words, what it appears to come down to is this

Manager says he was players in positions X, Y and Z and has options in mind
The recruitment team provide him a list of options
Manager has to pick from those and even then might not then get the player he chose (see January)

So if a manager was options A, B or C but gets presented with E, F and J due to being slow in the market (again refer to January window) who does that fall on?

Also forgotten about within these discussions but very relevant, whose idea was it to bring in the set piece coach that destabilised the team last season, hint it wasn't the manager.

If RW has his own targets, I don't see why they wouldn't be looked at.

Totally agree if the Managers choices are disregarded for us being to slow or for financial reasons, the Manager is fighting with one hand tied behind his back and cannot be blamed . Only the lack of sufficient finances and how slow we are to sign players can be to blame.
