I suggest the cap on children because they are, apparently, the main cause of the empty seats according to many of the other fans who have commented.
If this is wrong, then fair enough and the cause for fans not turning up needs to be identifed.
Even if your random blame of children is correct ( and not sure how this explains empty seats in West, South & North Standa),
Why should someone be prevented from bringing their child to a game because another unrelated child has got the 250th ticket

It's very very weird. Maybe now it's unacceptable to discriminate on the ground of ethnicity, gender, nationality, and sexual orientation, they need someone new to bully?
