Humans can fail to develop as it is clear in many ways , Caster Semenya is 1 example ,Someone with a hair lip another, Schizophrenia ,Dwarfism , spina bifida etc.

Caster has a disorder of sexual development, a disorder that exclusively occurs in male people.
