Not sure I understand fully what you are asking me to clarify, so if I misunderstand let me know.

In the UK the age of consent is 16 . So you can have sex with a 16 year old, irrespective of how much older you are than them. The one exception to this that comes immediately to mind is teachers ( & I think others in similar role- but would need to look that up) who can't have sex with someone they have taught until person is 18 years of age. Strangely teacher could have sex with pupil the day they turn 18 even if still teaching them at school.

The USA is made up of 50 states. Each states is like a separate country and sets its own laws on most things. Imagine the US as being like the EU. Different EU "states" set their own laws on things like age of consent. The US is the same.

Yes, they already are pinning the negligence on two prison guards who would not agree to a plea deal. Under the most corrupt US President and his curupt Attorney General Bill Barr (Who by the way is known as the Cover up General, for real) I believe they are capable of anything.
