Boris has said that he will not sell the NHS. However, the way the NHS is structured, all GP practices are run privately, usually as companies or partnerships. This explains why Medical insurance companies (eg Virgin) have been buying up GP practices over the last few years.
Also, departments have been put out to tender, to reduce the cost and pass over responsibility. This has resulted in reduced quality of staff (GP's with special interest rather than a consultant, for example).
This has been going on for over 10 years, when GP'S with special interests were brought in. This was during Tony Blair's time in 2007.
