I think he means the EU migrant settlement scheme.

So that the burden of managing the increasing number of immigrants into the EU doesn't fall disproportionately on a small number of countries, there is a scheme whereby they are rounded up and divided across all the EU member states.

This means that a country like Ireland will receive it's allocation of Iraqis, Afghans, Iranians, Kurds, Somalis etc (none of whom want to be in Ireland) and be expected to "process" them. Usually, and not just in Ireland, this means that they all get shunted into various locations/hostels/camps around the country until someone can figure out what to do with them. Due to the numbers, this takes forever (or never).

This means you get small rural communities, with limited resources and local government support, suddenly finding that they can be outnumbered by hundreds of foreign men who have nothing to do and no desire to fit in as they do not want to be there either. As you can imagine, this does not tend to result in positive outcomes for anyone involved.

Eventually, most of these men will sneak off and find their way either to Dublin, or reach the promised land of London, where they can slip away into the grey Deliveroo economy. But, before they do any of that, the local communities they are deposited into without any real planning can descend into a right sh*tshow.
