Calvin Bailey has, it appears, no prior connection to the constituency and seems to be a newby to the party. He was announced as candidate for Leyton & Wanstead the day after it became known that John Cryer, the current MP for this constituency, has been nominated for ascension to the HoL. Cryer informed party members of not standing for election now as he wants to spend time with his young family. But his wife, the sister of Rachel Reeves, seems to be a new shing light in Starmer's Labour. She becacame an MP, benefitting from Corbyn's electoral popularity in 2017.
Calvin Bailey apparently is friends with Wes Streeting.

In recent years the Labour party membership was clear about wanting big input to selection of local candidates.
I don't recall Starmer objecting to this ... How he has changed!
