Why do they dig a hole then f*** off for a week? I expect we are being conned and fleeced somehow.

Because they have to break ground to comply with the opening notice issued under the NRSWA

Other way round where I am. Dig the hole, fill the hole. Temporary traffic lights left for several days before they’re collection. Seems that the traffic light bit is outsourced and is collected at a time of convenience to the supplier.

Downtown Cheshunt has been brought to a virtual standstill in recent months. if it’s not Thames Water then it’s British Gas.
They dig a hole , put cones and traffic lights everywhere causing traffic jams galore , the workers are often seen drinking tea and checking their phones and little else. Then they go away and leave it before returning two weeks later to fill the hole in and packing up all their cones and lights.
My neighbour thinks that Thames Water are looking for the “Lost city of Atlantis “

The potholes are bad enough in themselves.
(Anecdotally, the quickest way to get potholes filled in is to draw a big penis around them.)
