That is correct, but its the same with The Lord Chancellor and there have over years been regular times when ministers were in Lords not Commons.
There is a Junior minister who answers in Commons - eg Solicitor General for the Lord Chancellor

Cameron had no real option than to hold the referendum and to resign when his preferred outcome did not occur. He is a capable politician and very talented. He is known by many dignitaries and politicians throughout the world and has already has good grounding as a result. LCL:-For the many failings of the Government, the Tories have highlighted the point that Labour have not promoted ethnic MP’s or Women to higher positions as they have and the pressure will be upon them to do so , especially if elected next time round.

Maybe there should be minimum term limits for some of these positions (unless someone has to leave due to a scandal or something). It's an absolute nonsense and additional reason why so many areas - but in particular housing - are absolutely f*cked.
