Gaza is not a country and Hamas are terrorists according to the most of democratically elected MP’s of the UK including our PM Rishi Sunak and the Leader of the Opposition Sir Kier Starmer

The organisational structure of Hamas is purposely designed to avoid typical structural forms of hierarchy. Similar to how ISIS was structured.
This gives it resilience to targeted attacks and assassinations of leaders, but a consequence of this is that it is disjointed and with limited central command. This can make any attempt to negotiation very difficult.
