Hunt is effectively acting PM right now. He's the de-facto unelected head of the UK Government delivering a range of fiscal policies over which there is no mandate.

Boris had a mandate as PM as he was the Tory Leader and won a landslide majority in a General Election of the back of the 2019 manifesto (Get Brexit done, Levelling Up etc etc).
Even Truss had a mandate of sorts, as she was elected by the Tory membership based on her manifesto to them.
Truss has had to appoint Hunt as Chancellor, and he is now about to implement a range of policies which the Tory membership didn't vote for, and which is polar opposite to anything in either Truss's leadership bid or the 2019 election manifesto. Therefore, there is no mandate.

That's not a mandate. That's a consequence of our system of government.

Hopefully, and if there's any positives to be taken from this, it will mean these thinktanks will now be shunned by any serious politician for the foreseeable future.
As for the energy price cap, I read this as admittance that UK government is unable to fund consumption subsidies for everyone beyond 6 months. This could have big consequences for the political landscape leading up to the next GE, and for Ukraine.
