It has to be both. The u-turn itself is so damaging to their credibility (which is already destroyed) that it will require a sacrificial lamb, and that must be one of Truss or Kwarteng. truss won't throw herself under the bus, so bye bye Kwasi.

It'll be fine. Now that she's sacked off that devious Kwarteng (who must have designed and announced the budget all on his own and behind her back), she can now show us what she's really made of.
Heh, Kwasi's resignation letter basically says that it was Truss's strategy. Also, and I don't know how true this is, but I read he found out he was being fired when he checked his phone after landing and read it on Twitter.
