It's a light-hearted interview in front of an audience, she's having a laugh and joke about it, and the Basic Instinct "meme" has obviously been around for a while, long before this past week. Where it originated from I have no idea, perhaps you can enlighten us?

But that is not the Daily Fail story is it. They are reporting that the Tory MP's are saying that she is wearing short skirts and crossing and un-unrossing her legs to put Johnson off. They also state that she needs to do it as she hasn't had Johnson's debating skills training
