The Tory government is peeved at not having control of London.
When the pandemic hit, the Mayor had to keep some public transport running to keep essential services going while income from passengers was decimated.
The Tory government provided some funding but imposed conditions.
Now they are trying to rubbish Khan and blame him for the consequences of the conditions they imposed on him!

GLC has put up rates by 9/10% for at least the last 2 years and is now a quarter of the council tax bill.
TFL including crossrail has been a disaster financially.
In 2016 GLC was given £4.82 bn to build around 150,000 houses by 2020, only 16,000 built to date.
Police - reduced force by 10,000 and closed 38 stations. He is in ultimate charge and rarely gives any acknowledgement of good policing and condonation if it looks good.
The worst thing especially for business is the ulez and proposed £3.50 to drive into greater london. Neither are good for business. Ah, but what does that matter.
Poor financial and structural management over the term.
I have no political views, only whether someone does a good or poor job.
But Khan will win easily.

I have certainly not heard anything about ulez applying to 'Greater London', its due to expand to the N&S Circular from October.

You have to be wilfully misreading the TFL financial situation if you are trying to pin that on Khan. Most of the people kicking up a stink about him are people who value driving over everything else. Pollution and congestion being what they are in this city, I'm all for as an aggressive clampdown on driving as is possible. Dealing with pollution is the one area Khan actually seems to be making real progress with.
Plus, Bailey seems to be a proper weirdo.

Endless comments about women and their value as it relates to their sexuality. Very iffy comments about Muslims and Hindus, particularly the former. Seems to have no grasp of how house prices work. His comments about policing after the murder of Sarah Everard were in the worst possible taste.
Doesn't seem to have the smarts to make up for being prolifically gaffe prone and offensive, which is why the Tory party basically gave up on him two years ago. Cannot work out why they didn't replace him other than they have completely given up on winning London.

Off course people value driving. It is the most convenient, quickest and safest way of getting from A to B. It gives people freedom.
Everything that is targeted at driving is seen as the milking of a cash cow.

Cars have taken over the majority of streets, children can no longer play out when i expect majority of those driving enjoyed doing so when they were younger.

For example the streets I grew up on had houses that contained 1 family and as a result more often than not 1 car per household.
These have since been sub divided in to flats thus doubling, or in some cases trebling the number of homes and cars accordingly.
New housing is also regularly being built on green spaces that is removing areas where kids could previously play.

Or maybe it's that the current Global Warming situation is creating the urgent need to reduce fossil fuel burning vehicle journeys. Secondly, air pollution is affecting the health of millions of people and road users are major contributors to that problem. Thirdly, our road infrastructure just won't function with more and more cars being added ad infinitum. London's population is about the same it was pre-ww2. The problem is the massive increase in cars, not people. The city isn't built for everyone to drive around, never has been, and where authorities have tried to cram car access in, have absolutely ruined areas (Hammersmith, Bow, Stratford etc etc).
There is a cost to your convenience. Sometimes that cost is too high to others to be acceptable as a god given right.
