Whether she's a spy or an asset doesn't really matter, there's not a lot of difference at the end of the day, the fact is, she was passing on government information to a foreign power ( albeit an ally).
Why didn't Clinton just ring up Brown and ask him? Probably because she didn't want him to know, she was interested, so she asked Smeeth to get the info behind Browns back and pass it on.
Smeeth wasnt even an MP at the time
