Yes, that must be it. The story being spun about the EU's incompetence in ordering enough doses of the vaccine for their own people is too far fetched to be plausible.

100 million ordered , enough to start on the vulnerable of Europe id say
I think the problem is more that they ordered too late and the manufacturer did not guarantee to supply them by a certain date.
I was just pointing out it wasnt Incompetence ,
They followed there own safety rules & hàdnt ruled vaccines safe .
The UK did that first & applauded as they should be for doing so ,
It really is 1.of.only 2 things they have done right since the 1st mention of covid .
