From memory. Some ethical owners of businesses paid for hols and health and looked after the workers over 200 years ago.
It was because some owners did not look after there staff that workers started to get together.
Unfortunately, my experience of unions in representation has been at best poor, sadly. I feel a system similar to Germanys would be much better, with no big bosses with political agenda's only thinking about workers.

No brainer. The only countries that have been successful in dealing with covid did this (plus a couple of other things).

Only 10 months after the first lockdown.
Mate came back from Malta for Xmas and didn’t even get his temperature checked nevermind presenting a negative test

It is all over the top H&S in my view, EU overkill to benefit France and Germany . Killing the building industry whilst certain building teams get away with the most basic preventive measures. Look at the average house being refurbed in your neighbourhood these days, no hard hats, safety clothing , guard rails on scaffolding and so on.
