No. It will be seen as an arcane technicality. I guess this is why Starmer is taking the approach he has. He knows that there is no political capital to be made of this issue, so isn't making a big song and dance about it.
Instead he is focusing on the actual (and perception of) government competence: "He [Boris] promised the British people he'd get a good deal, he needs to deliver on that promise."
It's got the Tories worried. They know full well that a large proportion of the public actually believe in the rhetoric that Boris "got Brexit done." If Boris has to ever turn around and admit that it's not that simple and that he may not actually be able to deliver on what they have all been led to believe they're going to get, then the 40% will care about that.
That's why we're hearing a few rumours being floated about the possibility of Boris being replaced next year. Gauging public reaction to rumours is now a well established process for this government before it implements policy.

Probably not a lot, but amongst people I've spoken to over the last few months I have come across quite a few who said they wouldn't vote Tory again. What percentage of usually loyal Tory voters this is I don't know but it's a sign that disenchantment with Boris & chums is a reality.

I see a couple more Tory ex-leaders are weighing in with criticism of the useless Johnson. Michael Howard had a right go about the latest Brexit shambles today, and Theresa May is making it known she’ll not be voting for the Govt if they try to introduce the contentious new withdrawal bill.
Still, I suppose it deflects some attention from the shambles they are making of handling Covid.

Boris has called a meeting with the Parliamentary Party this afternoon at 5.30pm. He's not given any information as to the purpose of the meeting.
All very intriguing. Anyone want to speculate? Stepping down to spend time with his families, perhaps?

I think there is a real fear that the 'Boris got Brexit done!' thing will turn into something different, so in a legacy sense it wouldn't shock me to see him duck out soon. He always wanted to be PM, just not do the job of PM. If he exits now he'll always be the guy that got Brexit done, if he doesn't, as with this week, it may change things.
No brilliant choices though. I'd say Gove is probably the genuinely most efficient afterwards, or Hunt if they want to be seen as sensible for a bit. Probably too soon for Tugendhat, but I'd imagine he and Ellwood would get some big promotions to get them closer for down the line.

Sunak is heavy favourite to take over odds wise
Would be great to see the Conservatives achieving another milestone. The first PM of Asian heritage and only the second ethnic minority PM (the first was Conservative too). Not to mention the first two female PMs
