Same thing applies to young persons discounts on Oyster cards. TFL has had its central government funding cut to shreds over the last few years and COVID has tipped it over the edge, so not surprised.

The Freedom Pass is obviously now a misnomer and should be called "The Old Peoples Second Class Citizen Restricted Freedom Pass"

They also don't allow peak time travel and again you can go at rush hour, but it costs.
Whole free bus pass thing is crazy, far too costly for local authorities to fund.
Where I live people have a free pass, but no bus service to use it on
Reason being the council had to withdraw the subsidies to pay for the bus pass county wide
I never understand why olds want to travel in rush hour unless they are going to work
If they are why do they need a free pass any more than other working people?

Ordinarily I'd say its the bookings system, because why book oldies to go up to town at a time when it does not allow them to take advantage of free travel. Most appointments are for a session that runs over 2-4 hours, if not all day. Ron just happens to be trapped by a change of rules, so unless its wholly necessary then it could be rearranged.
