The leagues should be rolling back each team's points totals rather than going with unweighted points per game. Calculate how many points each team had achieved after they had played the same number of games as the team who had played the fewest in the division at the time of the suspension.

Who would they appeal to? I guess they can appeal within the EFL framework, but I always believed that one of the rules of being in the EFL was that you couldn't sue the EFL / FA in civil court.
