Explain exactly why it is nonesense but before you do go back and read Smendricks reply to your original post, he understands it and has explained it pretty well but it's obviously a bit too complicated for you.... It is a bit more basic maths as you say it is but you dont get and because you don't get it, it must be something "they" made up.

A school near me is planning to open for two days a week, 9 to a class.
Also heard that Newham schools won't open on June 1st.

All the essex based schools I am aware of are going back on a 1 or 2 day basis only with vastly reduced numbers per classroom as you've indicated. People need to understand that many schools have NEVER closed. Even during the school holidays. Particularly in the young age group. My daughter teaches at a local school, they have never closed. The reason, children of key workers and other with difficulties need to have their children looked after because alternative care is not available.
Staff work o a rota system, my daughter has been into school to work. The only difference 1st June will make is that numbers will be greater, maybe.

They have all but closed. My kids school has around 250 pupils. They've averaged between 6 and 8 kids per day for April and May. What was this 'detailed procedure'?
A 2 page script and a list of possible questions and answers.
New contact tracers have been told to rely on a two-page script and a list of frequently asked questions, both seen by the Guardian. When one taking part in a training session, run by contact centre company Sitel, asked for guidance on how to speak with somebody whose loved one had died of coronavirus, they were reportedly told to look at YouTube videos on the topic. Quote: “After the full day of training, people were still asking the most basic things. Someone also asked what they should do if they spoke to someone whose relative had died of the virus and he said we should look on YouTube where there are lots of videos about empathy and sympathy when talking to someone”.
Meanwhile, the Track & Trace App. will not be ready for weeks!

Apart from potentially taking the virus home, why are kids having to distance? Surely better that those who are vulnerable or live with people that are just don't attend school so the rest can attend in relative normality?
