Not sure how you can really blame the mayor- the reason they've asked for a bailout is quite clearly out of his control- and the increase in congestion charge is a term dictated by the government as part of the deal.

It never works when the Mayor of London isn't aligned with whichever party holds power in Westminster. The Mayor will always be undermined and scapegoated. The best they can hope for is to be unremarkable - getting the odd policy through whole remaining largely off radar.

Khan has pretty much done that. But his plans to make London more cycle friendly, which I suspect he hoped would be his legacy, have been thwarted by Tory-held London boroughs. Expect the same to happen with his latest plans for increased pedestrianisation.

I believe if you use particular terms frequently, eg when searching Google or visiting websites that mention them, it will stop autocorrecting.

So the Guardian reports it was Khan's decision to reimpose the congestion charge. The DFT says the same. So does his own spokesman.

In the statement the Mayor released on 15th May (https://www.london.gov.uk/press-release ... arding-tfl) he lists all the things that the government insisted on and specified (like fare increases, suspending passes) yet says only that the congestion charge will be "reviewed".

Now, though, he's set the record straight on his Facebook page and it was the government all along who insisted on reinstating and raising the congestion charge.
