If he starts laying into the tories at this point he gets accused of playing politics with the crisis and the press will plaster it over their front pages for the next decade. Play along and criticise and there is no meat for them. The tories are making a pigs breakfast of things by themselves so all he has to do is sit back and keep pointing out the flaws.
